On the ship there is a locked door on the left next to the boards with the strategic map and the photographs of your eliminated targets.

Drop down and land into it and climb over to the door to find an addermire solution. The storage room on the dreadful wale is located at the end of a small hallway near the main room it is initially blocked from the inside. Head up the stairs and step outside to look over the railing to spy the window to the storage room below. To open it you must go out on deck then climb over the rail on the side of the boat facing away from the docks.

Already on mission 7 and still no clue. There is no way in from the room or outside. Doing so will give you a new optional objective to unlock the storage room door just in the hall to the right of the table.
